The transition to a climate-neutral and circular economy is one of the most important goals of both the national development policy and the European Union, providing opportunities and challenges to combat climate change and environmental degradation.
The Action is aimed at new and newly established SMEs, in accordance with Commission Recommendation 2003/361/EC, regarding the definition of micro, small and medium-sized enterprises.
Under establishment means the businesses that will be established after the online submission of the financing application.
New companies are understood to mean businesses that, on the date of issue of this invitation, have not completed their full management year, i.e. have a start date later than 1/1/2022.
The aim of the Action is to support investment projects, which will be implemented in the Territorial Plans for Just Transition (TSP) of Western Macedonia and Megalopolis, in order to deal with the social, labor, economic and environmental effects of lignitization and to support their transition to a climate-neutral economy and a balanced and sustainable development.
Target Audience
Eligible for participation are New and Under Establishment Very Small, Small and Medium Enterprises, as defined in Annex I of Regulation EU 651/2014 and will implement an investment plan related to at least one of the eligible activities included in APPENDIX XVII ACTIVITIES (KAD).
According to the definition of the media, it is clarified that:
- The category of very small, small and medium-sized enterprises (SMEs) consists of enterprises that employ less than 250 workers and whose annual turnover does not exceed EUR 50 million and / or the annual balance sheet total does not exceed EUR 43 million.
- A very small business is defined as a business that employs fewer than ten employees and whose annual turnover and/or total annual balance sheet does not exceed 2 million euros.
- A small business is defined as a business that employs fewer than 50 workers and whose annual turnover and/or total annual balance sheet does not exceed 10 million euros.
When, at the date of closing the accounts and on an annual basis, an enterprise is above or below the thresholds related to the number of employees or the financial thresholds mentioned above (for the definition of small, very small enterprise), this situation results in the acquisition or loss of the medium, small or very small enterprise status only if the phenomenon is repeated for two consecutive financial years.
Ως under recommendation means the companies that will be established after the electronic submission of the financing application.
Ως new refers to businesses that, on the date of issue of this invitation, have not completed their full management year, i.e. have a start date later than 1/1/2022.
Closed full management year, means the year for which the appropriate tax forms have been submitted (eg tax forms E3 & N) to the AADE and which has a duration of at least 12 months

The funding application must be submitted exclusively electronically through the Integrated State Aid Management Information System (IPSKE) (https://app.opske.gr/) using the OPSKE Funding Application Submission Form (APPENDIX III: ELECTRONIC JOINING SUBMISSION FORM) and accompanied by all the required supporting documents provided in APPENDIX I: SUBMISSION / JOINING JUSTIFICATIONS.
Funding applications in which all the mandatory fields of OPSKE have not been completed will not be able to be submitted and proceed to the next stage.
It is pointed out that, as long as the total score collected by the application falls short of that defined in Chapter 5 hereof, specifically in the section "Beneficiaries - Terms and Conditions of Participation", the application will not be allowed to be submitted.

Ως eligible areas of this Action, the regions of the Just Transition Territorial Plans (E.S.D.I.M.) of Western Macedonia and Megalopolis are defined.
The E.S.D.I.M. Western Macedonia includes the Regional Units (RE) of Kozani, Florina, Grevena and Kastoria.
The E.S.D.I.M. Megalopolis includes the Municipality of Megalopolis, as well as the neighboring municipalities of Tripoli, Gortynia and Oichalia.

What is funded
In the context of the Call, funding applications with a subsidized budget of at least €500.000 and up to €12.000.000 are supported.
The Public Funding rate varies depending on the size of the business and the type of expenditure in accordance with the provisions of the respective legal basis and the conditions set in section I of Reg. (EU) 651/2014 and articles 14, 18 , 19, 33 and 41 of special sections 1, 2, 6 and 7 respectively of the Regulation.
- The financial participation of the beneficiary of the aid for the costs subsidized under Article 14 of Reg. EU 651/2014 amounts to a percentage of at least 25% through own resources or through external financing and in a form that does not contain elements of state support, public aid or provision .
- The financial participation of the beneficiary of the aid amounts to at least 25% of the total eligible costs, either through own resources or through external financing.
- The investment body's participation in the subsidized cost of the investment is calculated on the total of its subsidized costs, after deducting the amount of the requested grant.

The DA may modify the total amount of the co-financed public expenditure of this call, and/or carry out a redistribution between the Geographical Intervention Areas (Regions, Regional Units, Municipalities) if after the deadline for submissions has passed and/or the end of the evaluation process, unallocated resources arise in one or more of the above Geographical Intervention Areas.
