In a joint statement, the US Secretary of Health Robert Kennedy Jr and the Minister of Foreign Affairs Marco Rubio officially declared the United States' rejection of amendments to the International Health Regulations (IHR), which were approved in 2024 by the World Health Organization (WHO).
These amendments had caused strong reactions, as would give the WHO the ability to impose global restrictions, lockdowns, travel bans and other measures, citing "potential public health risks", regardless of local legislation.
“These amendments pave the way for censorship and control of information, as we have seen during the COVID-19 pandemic,” Kennedy said.
"The United States can cooperate internationally without ceding its sovereignty and without violating its Constitution."
Accordingly, the Minister of Foreign Affairs Marco Rubio stressed that the wording in the amended regulations is vague and general, which can lead to politically motivated interventions by the WHO under the guise of "solidarity", instead of truly effective public health actions.
The WHO decision to approve the amendments on June 1, 2024, through a accelerated procedure without adequate public consultation, provoked strong criticism from MPs and citizens.
Reactions from the US Congress
- THE Senator Ron Johnson noted that:
“The pandemic has exposed the corruption and inadequacy of the WHO. The proposal for a new pandemic treaty would give the organization superpowers to impose restrictions on member states. I fully support the Trump administration’s decision to reject the IHR amendments.”
- THE Congressman Tom Tiffany commented:
“America’s public health policy must remain under the control of the American people – not the bureaucrats of the UN and WHO.”
- THE Congressman Chip Roy add:
“Our sovereignty is not ceded to any global authority. I have long supported U.S. withdrawal from the WHO. My legislation, HR 401, does just that.”
- THE MP Andy Biggs said:
"Kennedy and Trump demonstrate that the health of Americans cannot be handed over to international mechanisms without transparency and accountability. It is time to restore freedom and responsibility to the core of public policy."
This announcement constitutes the latest action by the Trump administration and the US Department of Health, to limit the influence of the WHO on national policies and, as emphasized, to protect individual rights, privacy and freedom of speech of citizens.
According to Robert Malone (Malone.News), this reaction came as a result of public pressure and information campaigns against the regulations that were "silently" attempted in June 2024.
Note: This decision, regardless of political views, marks a historic rupture with the WHO and is expected to cause international reactionsThe next moves by both Washington and the WHO will show whether we are headed for a new period of conflict or renegotiation on global health issues.

At the same time, the announcement from the Department of Health (HHS) and the Department of State highlights the joint statement by Kennedy and Rubio, in which they categorically state that the wording is "vague and general" and puts citizens at risk through potential arbitrary interference with public speech and freedoms.
