Short summary — What the video seems to say (background: continental shelf)
The speaker (I. Baltzoi) expresses strong concern about the issues of maritime control and delimitation of the continental shelf in the region. The main message is that in the face of the challenge of national rights at sea, there must be "vigilance" and "strategic determination".
His rhetoric — as captured in the above phrase — wants to emphasize that unconditional retreat or a relaxed stance can be perceived as weakness and lead to more aggressive actions from the opposing side.
