Presidential Order – The White House, November 13, 2025
By virtue of the authority vested in me by the Constitution and laws of the United States of America, it is hereby ordered as follows:
Section 1. Purpose and Policy.
My administration is committed to empowering mothers and fathers to raise their children in safe and loving homes. When crises make that impossible, our nation's foster care system must be ready to serve children in need.
This system needs significant improvements:
Children often remain in foster care for many years, while those who leave due to age face an uncertain future, without the necessary support for their education, career path and social integration. Many social workers are overworked, information systems are outdated, and some states impose policies that exclude families with religious beliefs from offering to be foster or adoptive parents.
Our children deserve better. That's why my administration — with dedicated leadership from the First Lady — will leverage federal support, technology, and strategic partnerships to give youth in and out of foster care the tools they need to become successful adults.
Section 2. Modernization of the Child Welfare System.
The Minister of Health and Human Services will take action, within 180 days, to:
- Update regulations and policies to improve the collection, transparency and publication of data on child well-being and safety.
- Promotion of modernized IT systems for underwriting management and results monitoring.
- Development of technological solutions using artificial intelligence and analytical tools, for more effective matching of children and sponsors and the correct allocation of funding.
- Creation of an annual evaluation table, which will measure the progress of states on indicators such as: reduction of foster care admissions, faster investigation of abuse, reduction of child injuries, increase in foster care recruitment, and strengthening partnerships with non-governmental and faith-based organizations.
Section 3. “Fostering the Future” Initiative.
The Minister of Health and Human Services, in collaboration with the Office of the First Lady, will create within 180 days the "Fostering the Future" program, with the aim of:
- creating partnerships with organizations, universities and companies for new education and work opportunities for young people leaving foster care,
- the launch of a digital platform “Fostering the Future” that will offer guidance, housing, education, employment and health programs,
- the financing of educational and professional actions,
- the support of scholarship programs and short-term professional certifications,
- and collaboration with the Ministry of Finance and the Ministry of Education for educational programs through tax incentives.
Section 4. Strengthening Partnerships with People of Faith.
The Secretary of Health, in collaboration with the White House Office of Religious Affairs, will:
- Address state and local policies that exclude individuals or organizations from welfare programs based on religious beliefs.
- Increase cooperation between government agencies and religious communities to support families with children in foster care or at risk of foster care.
Section 5. General Provisions.
The decree:
- does not invalidate the validity of laws or powers of other services,
- implemented in accordance with the applicable legal framework and the availability of resources,
- does not create a right or benefit that can be legally enforced against the Federal Government,
- and the cost of publication will be borne by the Department of Health and Human Services.
