On Monday, December 9, 2025, Florida Governor Ron DeSantis signed an executive order designating the Muslim Brotherhood and the Council on American-Islamic Relations (CAIR) as “foreign terrorist organizations.” The announcement was made during a public statement and press conference in Tallahassee.
According to the order, Florida state agencies are required to take “all lawful measures” to prevent any form of support for the two organizations or individuals who provide them with “material assistance.” This includes exclusion from state contracts, funding, and employment in agencies under the state’s executive branch.
DeSantis relied on accusations that the Muslim Brotherhood has historical ties to violent acts and the goal of establishing a global Islamic caliphate, as well as on past reports of CAIR in terrorist financing cases – accusations that the organization itself denies.
Of particular importance is the fact that, at the federal level, neither CAIR nor the Muslim Brotherhood are included in the official list of “Foreign Terrorist Organizations” of the US Department of State. This is a state designation, within the framework of a broader policy line of Republican governors. Florida follows a similar decision that another US state had recently taken.
CAIR, one of the largest Muslim civil rights organizations in the US, with branches in many states, reacted strongly, describing the decision as "unconstitutional" and "slanderous" and announcing that it will appeal to the courts, as it has already done in another similar case.
DeSantis' move is expected to fuel intense political and legal controversy, as questions are raised about whether a state can unilaterally designate organizations as "foreign terrorists," in a field that traditionally falls under the jurisdiction of the federal government.
