L.E.A.D.E.R: Identity and funding 2023-2027
LEADER are the initials of French words Liaison Ebetween Aactions of the Ddevelopment of the Economies RUrals
It concerns the rural areas of the EU. The funding -see below- concerns the improvement of production and the quality of life of the inhabitants of rural regions.
As I was involved in the preparation of the strategy and implementation in the initial stages (as a member of CEEP and a member of the European Commission GREEN TEAM), I can say that the LEADER Initiative introduced a revolution in the Community Policy and Strategy up to that time. From vertical and dispersed - per Community Fund - funding, we moved to horizontal and spatially focused funding of all the Funds together.
Additionally, in the dialogue between expansion and deepening of relations between the MS, LEADER responded with "deepening". Unfortunately, from a certain point onwards, the expansion of the EU to new countries - especially to those of the former Soviet bloc - prevailed.
