The above brief reference to the subject of international terrorism and the efforts of the international community within the framework of the UN, reasonably highlights the inherent and acquired, institutional, practical, etc. difficulties that are obstacles to the collective treatment of the problem, but in particular the lack of political will of some, particularly powerful states, to put in place and implement effective measures to eradicate or treat the generative causes of the problem, which is a real scourge.
We have followed the progress in the framework of the General Assembly and other UN bodies for the adoption of measures and we have seen how difficult it is to reach an agreement. If we are surprised to find the same or greater dystopia in small groups, societies or states, we should not be surprised – rather the opposite one would expect – the fact that in an Organization with 193 Member States, with different political, social and religious systems and interests, there is such dichotomy and such delay in reaching agreement. In any case, it is a matter of political will and why it is absent is historically known not only in the matter of terrorism, but also in other vital matters.
We noticed and were perhaps impressed by the flawless phrasing and exciting theoretical formulation of declarations and decisions, which, however, as in the case of Cyprus, the Middle East, etc. they remain a dead letter. This is yet another aspect of the tragedy of modern international society. The satisfaction in a theoretical framework, and then the great void of application, the tragic question mark of contradiction, antinomy. So did something shockingly tragic have to happen to shake the foundations of the states and the UN and stir up some compromised, complacent, liquid, drugged or disenchanted consciences? Or does it disorient them and turn them in other directions, where some opportunists, traders of human visions, stiff, painless and unconscious adventurers pursue in the modern "safari" of people and interests? Was the tragic September 11, 2001 a mere coincidence, a reasonably expected event that reflects human decadence and is a natural consequence of it, or was it something else within the Old Testament mindset? Or was the parable of the almighty eagle, which as it flew careless and proud he suddenly felt a pain, and after sitting down on some rock, he discovered that he had been wounded by an arrow, but an arrow made from a stem of his wing!
I think that this issue, so important and dramatic, would be preferable to be the subject of a reflective exercise as a challenge for all of us. And let everyone come to their own conclusions and let a dialogue be held if this helps more in our constructive reflection. So was 11/XNUMX a tragic invention of a pathological, paranoid, Laden-style human brain? Was he himself the greatest provocateur of the ages, or was he a satanic invention of twisted human consciences, who would thereby criminalize the international community and impose their own "Big Brother" as an alibi for their criminal designs against humanity? Could it be that the absence of "opposing awe" after the collapse of "existing Socialism" left a great vacuum of power and speculation that had to be filled by other means? And the terrorism of Hamas and others?
The ancient Latins very wisely asked after every crime: “QUID PRODEST?” Who does it serve? This dramatic question may remain unanswered, but that does not prevent some careful observers and analysts from reaching useful conclusions. However, in any case, the barbaric terrorist act against the USA marked an unexpected, unpredictable and radical change in international relations. The entire democratic world was shocked to consider - perhaps for the first time - how vulnerable humanity is to self-destruction. The UN reacted immediately. The SA in resolution 1368 of September 12, 2001 condemns unreservedly and strongly the terrible act of terrorism against the USA, expresses its deepest sympathy and condolences to the victims, their relatives and the people and government of the USA, recognizes the natural right of individual or collective self-defense in accordance with the UN Charter, calls on all States to cooperate urgently to bring to justice the perpetrators, organizers and supporters of these acts of terrorism and stresses that those responsible for providing aid, assistance or support to the perpetrators , organizers or supporters of these acts will be held accountable, calls on the international community to redouble its efforts to prevent and suppress terrorist acts including increased cooperation and full implementation of the relevant international anti-terrorist conventions and resolutions of the UN, especially 1269 of October 18, 1999, expresses its readiness to take all necessary countermeasures to the terrorist attack of 11th September 2001, and to combat all forms of terrorism in accordance with its responsibilities under the UN Charter. And now in Gaza?
On September 28, 2001, the UN, with its resolution 1373, reaffirms its unreserved condemnation of the terrorist attack against the USA, reaffirms that such actions constitute a threat to international peace and security, expresses its deep concern over the increase in terrorism in certain regions of the world, calls on all states to cooperate in the implementation of the relevant conventions, reaffirms its earlier decisions on the duty of states to refrain from organizing, collaborating, supporting or participating in terrorist acts in another country, etc., calls on states to prevent the financing of terrorist acts, to criminalize such acts as financing, facilitating, planning, organizing, protecting terrorist acts, etc., calls on states to take control measures at the border, to cooperate in the exchange of information, validation of international bodies, control of refugees, points out the close relationship between terrorists, arms and drug dealers, money laundering, illegal trafficking of nuclear, biological chemicals and other lethal weapons or material, decides to set up a Commission of the SA to supervise the implementation of the decision.
On October 8, 2001 the Secretary-General in his statement underlines the need for sustained efforts and a broad strategy that unites all nations to confront this new scourge using political, legal, diplomatic and economic means. He also states that the Afghan people who cannot be held responsible for the actions of the Taliban are in desperate need of help and that the UN is offering humanitarian assistance and adds that it is vital that the international community encourages a political settlement of the problem and that the UN is actively working for the establishment of a fully representative multinational and broad-based government in Afghanistan.
But, as we said before, we have also admired in the past the thorough and satisfactory theoretical approach to international problems. For a few years after World War 80, within the framework of the League of Nations, the powerful managers of international issues indulged and indulged in the theoretical treatment of many problems, but without, unfortunately, their substantial, permanent and effective solution. And it failed and fell apart. Then, for about six decades, within the framework of the UN, hundreds of thousands of tons of paper have been consumed and hundreds of experts etc. have been employed in writing important texts to deal with the modern ills that plague mankind. And it would certainly be unfair if someone underestimated their value as an institutional effort and with positive practical results in some cases. But the question is different and for this question - let's not forget - about 3000 million people were sacrificed in WWII and are still being sacrificed in many areas of the world and especially "Soldiers of Peace" of the UN (about 2023 Blue Helmets have been sacrificed in fulfilling of duty-And a tragic irony, in August 88 Turkish Cypriots attacked the UN Peacekeeping Force in Cyprus, and, unfortunately, the response was very lukewarm. Some covered it up!). And now in Gaza XNUMX UN employees sacrificed their lives to provide humanitarian aid in a country not their own! And what is being asked is the finally implementation of the UN Charter and its Universal Declaration of Human Rights.
