        Followed by Moscow Conference on October 30, 1943 recognizing the need to establish an international organization, and Tehran Conference 1η December of the same year emphasizing "the responsibility of the United Nations for the consolidation of world peace." The first copy of the United Nations was made in Dumbarton Oaks, Washington in 1944.

         At Yalta Conference  On February 4-11, 1945, Roosevelt, Churchill, and Stalin announced their decision to establish an international organization for the maintenance of peace and security.

         Finally, followed by Conference of St. Francis in 1945 (April 25-June 26) where representatives of 50 states agreed on the UN Charter which was approved and signed by all and entered into force on October 24, 1945 when the five Great Powers and the majority of the above states ratified it. The Charter begins with the phrase "We the peoples of the United Nations", and ends with the phrase "We are the governments". Do all governments respect the UN Charter? Also, it is worth mentioning that 78 tons of paper were needed for the drafting and completion of the Charter!

           For those who may not have read the UN Charter, the cornerstone of the Organization is the principle of sovereign equality of all its Members. Also, the principle of Collective Security (Collective Security). It should be noted that until the Cold War, in order for a country to become a member of the UN, it had to be peaceful! Later, political expediencies prevailed and the relevant article was in fact deleted! Another point that needs to be clarified is that the Charter refers to a threat against it international peace, that is, when the threat crosses the borders of a country, and not against it world peace.  Unfortunately, this perspective often causes us to become overwhelmed when it's time to start a project. And peace does not simply mean the absence of wars, but the absence of the causes of wars.

The main UN bodies are 6: (6 has a special place)

1)  General Assembly. It currently has 193 Member States, which may have up to 5 Representatives. Its main concern is the maintenance and consolidation of international peace and security, the promotion of respect for human rights, and the principles governing disarmament and arms control. To this end, it cooperates with the Security Council. The General Assembly elects the 10 Non-Permanent members of the SA. Extraordinary meetings may be convened by the Secretary-General at the request of the SA or a majority of the Member States of the Organization. The most radically important "democratic" element is that all GC Member States, regardless of population, etc., have the same voting power! And one, perhaps, unknown detail: There is a difference between the terms Resolution and Decision (decision means both). The first means decisions on serious policies, etc. problems, and the other for procedural issues.

2) security Council. It consists of 15 Members, 5 permanent, France, UK, USA, China, Russia, who have the infamous Veteran Right - the well-known VETO - and 10 extraordinary members elected by the General Assembly for two years based on their contribution the maintenance of international peace and security and the other objectives of the Organization, such as "fair" (fair) geographical distribution. It is the body primarily responsible for international security issues. An exception has been in its history, the Korean problem, where after the impasse (impasse) in the SA, the US referred the issue to the General Assembly and the well-known decision was taken: The Unifying Decision for Peace (Uniting for Peace Resolution).

3) The Economic and Social Council. It consists of 54 Members elected by the General Assembly and deals with what its title expresses.

4) The Guardianship Council. After the end of colonialism it has essentially been abolished and we do not need to deal with this debate.

5)The International Court of Justice (The Hague Tribunal). It consists of 15 Judges of different nationalities, elected by the General Assembly and the SA on the basis of their legal validity from a list held by the Intergovernmental Permanent Court of Arbitration (The Hague - has an observer position at the UN General Assembly), for a term of 9 years.  

6) The General Secretariat. It consists of the Secretary General appointed by the General Assembly following a proposal by the SA for five years, and is framed by various Executives according to the rules of the General Assembly. It does not seek or receive instructions from any government or other authority in the performance of its duties. But, in fact, the opposite has been proven for some secretary generals. The tragic story of the late dag hammarskjold, who was a faithful custodian of the Charter, is well known and educational! And an important fact, which, unfortunately, is ignored by governments, perhaps even the Secretary General and UN Executives, is the 1988 Declaration of the General Assembly on the Prevention and Elimination of Conflicts and Situations That May Threaten International Peace and Security, and the Role of the Secretary General. UN in this area, which, among other things, strengthens the role of the Secretary-General by changing the "can" (May) to "must" (shouldnt)! Have all governments used this new defense "weapon"? 

     Due to time, I omit bodies that are supervised by the General Assembly or the SA, such as Committees, Peacekeeping Forces, which have been awarded the Nobel Peace Prize.        Again, we can briefly divide the history of the Organization - evaluatively - into 5 periods.

1941-1945 - The "heroic" period. The United Nations, the 14 democracies, including Greece, are successfully confronting Nazism, fascism and militarism, the infamous "Axis", but with terrible sacrifices. About 80 million people lost their lives apart from the injured etc. (Incidentally, because it is unknown to many, in October 1944 Churchill visited Stalin in Moscow and asked him to divide the Balkans (as if they were fields or herds) into spheres of influence. Stalin asked him if it was Franklin Roosevelt and Churchill (he had praised Hitler!) Lied to him, that he allegedly agreed, while, as he revealed o US Secretary of State Cordell Hull, Roosevelt would not agree to such an undemocratic and unholy act. Therefore, we can say with certainty that the above two leaders are co-responsible for the Greek civil war). 1946-1986. The United Nations in the bed of the Percussionist. 1991-2001. The United Nations is becoming "divided" again. The period of a new "Cold War" with hot crises, however. The Gulf Wars, Afghanistan, Balkans, etc. undermined the prestige and credibility of the Agency. It should be noted that military interventions in the Balkans were not under the auspices of the UN. 2001- 2010. The United Nations faces the new formidable enemy: International terrorism in the vicious circle of terrorism-counter-terrorism-terrorism. In the aftermath of the terrorist attack on the United States, the entire UN system was "trapped" in the fight against terrorism. However, its treatment has raised and still raises many questions regarding its origin, the means used to deal with it and their effectiveness. Why, another "freedom fighter" and another "terrorist". That is why a generally accepted definition of terrorism has not yet been found.

         As a consequence of counter-terrorism and its various parameters, human slaughter continues in many places, while in the context of globalization and its negative effects, humanity is experiencing serious crises both in terms of political and strategic problems as well as social, economic, environmental (climate change). -85 million-) etc. including the severe economic crisis affecting many countries, especially ours, to the point that serious impasses are being created. Most and serious analysts argue that only the eradication of the root causes will bring the solution.

      Regarding the burning issue of terrorism, the question is, e.g. for the Jihadists: Do they come from space, from parthenogenesis? Who recruits them, trains them, etc. to commit the most heinous crimes? Also for the refugee tsunami. Random too? Some people make fun of us and underestimate their own intelligence! On the also burning issue of globalization, which is documented by the UN and is its showcase, let me say the definition I gave decades ago and it was considered a test: Globalization is multifaceted, multifaceted and in every way diffusion, penetration and enforcement. of the power and interests of powerful global managers.

2011-2021: The UN, trapped in the tragic game of power of its Members and weakened, watches, as a new "Pilate", its perpetuation "divides and reigns" with the ongoing war tragedies and their consequences (terrorism, genocide, refugees, hunger, poverty , epidemic diseases, unemployment, insecurity, climate change, misery, etc.) while it could, if there was political will of its Members, especially the Great Powers, solve all the existing problems at their root and not preside over power creates law "(might makes right). Characteristic of the image of the UN is the phrase of the President of the USA in December 2016 on Twitter that: "The UN has great potential, but at the moment it is a club of people who gather, talk and have fun. So sad! " (Daily 30/9/2018). But what did he (like other great leaders) do to rectify the situation and upgrade the Organization, which was primarily a US initiative?

          The bottom line, then, is that the UN, while in the economic, social and cultural spheres it has offered significant-proportionate work, in the political sphere has not achieved what is expected because the interests of the powerful are in conflict. And as the great Thucydides said about 3 thousand years ago, the relations of both individuals and nations depend on the interest. And as long as the systems that determine people's relationships are based on competition and "fundamentalism" due to interests or passions, the omens are not good. Obviously they keep the system of unfair competition can not survive without rivals, enemies, when it creates them, invents, causes. And it is no coincidence that violence has mutated into a global regime and has spread and been integrated everywhere with the known tragic consequences. Orwell was right when he said that in our time war will be considered peace!

       Certainly, it is a fact, the people are deeply troubled and frustrated by the hypocrisy of the powerful and the inconsistency of words and deeds. And they believe that the international organizations ultimately serve, mainly, the organized interests of the strongest, starting with the League, which, after the tragedy of the APP, and while the people wanted peace and cooperation and not human sacrifice, the militaristic establishment that had already grown due to the War and other local conflicts -civil, etc.- undermined the League and the BJP followed with the most tragic results. And with panting we reached the UN, which, for the first time in history, has reached universality with 193 Member States.

        And in proportion, as we said before, it has offered a positive work. But, as Secretary-General Thunder very wisely said, the UN is the mirror of society and represents its Member States, and as Secretary-General Boutros Boutros-Ghali wisely said, the UN aims to serve its members. but does not replace them. The UN is what its Member States want it to be, especially the strong ones. Therefore, If humanity is declining and even the planet Earth is in danger of being destroyed, it is not the ozone hole that is to blame, but the "hole" in the consciousness of the particularly powerful.  And instead of the people passively waiting for the UN to solve their problems, let them resist and mobilize for its strengthening, politically, institutionally, economically so that it can carry out its sacred mission. And if really the Big ones etc. Forces interested in the consolidation of international peace, etc., would persuade all UN Member States to explicitly and categorically prohibit war, to outlaw it, as the US and French Foreign Ministers Kellogg and Bryant unsuccessfully tried in 1928 in ΚτΕ. The others are evasions and an alibi! It's just a matter of political will. of poverty, etc., but also for growth and progress? Only the awareness and mobilization of democratically thinking and acting people individually and collectively will offer the solution. This is also the excellent omen.

       Moreover, the weakness of the Organization -especially- of the WHO- was proved by the tragic invisible Koronaic "war", with millions of victims apart from the other tragic consequences. Finally, prevention is seriously faltering in the UN as well!

          Regarding Greece, in addition to the contribution of the Offices and Programs of the Organization, which offered important work (UNRRA, UNDP, Information Center), and others that continue to offer (Office of the High Commissioner for Refugees, Office of Immigration, Mediterranean Environment Program, WHO Office, UNICEF Office - the Commission has had a glorious end), its relations with the UN at the political level were varied, from excellent and constructive during the BJP period with the innumerable sacrifices of Greece, that without its heroic Resistance America and Europe might have been under Nazi occupation (let us not forget the impressive praise from some leaders- "The heroes fighting like the Greeks "- etc., which, however, they later forgot), including its contribution to the Korean War with hundreds of dead and wounded, very good immediately afterwards, but then problematic due to -especially- the Cypriot , as I said before, with dozens of decisions not to be implemented and for 47 whole years of Turkish military occupation of part of the Republic of Cyprus, an independent state, member in violation of the UN Charter, its decisions and international law - plus the controversial Annan Plan, which ignored the will of the vast majority of the Cypriot people. Also, for the other illegal actions of the Turks such as in Varosia etc. Pleasant was the recent statement of the UN Secretary General, who condemns Turkey regarding Varosia, but does not proceed with the rest of its illegal actions, equating the perpetrator with the victim. We have seen this in the hundreds of Committees under the auspices of the UN on various issues, as well as at the Conference in Crans Montana in 2017. Unfortunately, I can confirm this from my 23-year term at the UN. And it is very sad. It simply serves parasitic institutions.          

        Incidentally, for the approximately 80 decisions of the UN, General Assembly and SA, I referred in detail-evaluatively, in my book Notes on Key International and National Issues, Christaki Publications, 1997, in the book of the Maragopoulos Foundation Cyprus and Human Rights, Sakkoulas Publications, 2000 and in the recent GREECE-UN, Sakoula Publications.              

          Also, in "Skopjano" with controversial-again-initiatives of the secretary general and their representatives, falsifying history, and ignoring the will of the vast majority of the Greek people, as well as the neighboring peoples involved, in violation of the Charter which is based on popular verdict. Furthermore, the anti-democratic actions of the Albanian leadership against the Greek minority in Albania, in violation of the ODDA, etc.

            Finally, the key issue of the Turkish neo-imperialist actions against Greece and the Republic of Cyprus, which blatantly violate the Charter, but with the tolerance of authoritarian speculative circuits. In particular, the indifference of the UN "authorities" regarding the establishment of Greek national sovereignty in the Aegean and the implementation of the provisions of the UN Convention on the Law of the Sea (UNCLOS) that neo-imperialist Turkey-pirate-ignores and violates. As a result, Greece is forced to equip itself defensively-diplomatically-and should-but at the expense of its prosperity! In addition to the daily illegal violations of Greek airspace and sea, the illegal Turkish-Libyan Memorandum, the criminal instrumentalization of the Refugee (UNHCR), the cynically provocative transformation of Hagia Sophia, etc. Christian churches in mosques in violation of UNESCO provisions (there have been some protests by leaders, but to no avail). Apart from the issues concerning imperialist Turkey, there are German reparations and the Return of the Parthenon Marbles.

           Of course, the responsibility for what is negative is brought by some powerful people, etc. Powers that not only tolerate Turkey's neo-imperialist policies but also advocate behind the scenes, violating the UN Charter and International Law, imposing, in colonialism, their own, "the law of the strongest". And they are the ones responsible for perpetuating war conflicts and their consequences (genocide, bloodshed, disability, refugees, hunger, misery, insecurity, phobia, terrorism, anthropophobia, catastrophic environmental policy, immorality, corruption). of humanity in a horrible HUMAN MINE where inhuman speculators, according to Demosthenes, "strangely happy", instead of coals, mine people!

       However, it should be pointed out and underlined, regarding the relations between Greece and the UN, that it is not only foreign anti-Greek circles that are responsible for the non-resolution of our national issues, but also political leaders of the country, who did not take care of the choice for a long time. worthy and appropriate representatives to the UN, as well as to the meritocratic staffing of the Organization's services, with the well-known disappointing results. The eternal catastrophic "carcinoma" of the "tyrant of the superior" of the Tyrant Periander, and of the rusfetio, who have accumulated so much suffering. Also, the tragic complex of volunteerism, reminiscent of Cavafy's timeless verse "What will we be born without barbarians"! However, I must point out, from my personal experience, that we have excellent Diplomats, with very few exceptions for which political leaderships that act with party or other negative criteria are responsible!   

          E.g. In the Northern Continent, what was the policy of the Greek governments, that due to the lack of a proper strategy we lost the Northern Continent? When the late Papagos proposed that the issue be included in the UN General Assembly Agenda, "friends" and "allies" reacted with the excuse that "Albania would go with the Soviets"! And the Greek government retreated!

          In the Cyprus issue, of course, the junta is mainly responsible for the tragedy, which out of irrelevance, voluntary slavery or utter stupidity, which equates to betrayal, caused the catastrophe. But has there been unity and an effective strategy on the subject of the Union before? That's it opposite. division, cancer steps, regressions, compromise! And, of course, dozens of UN decisions unenforced for 47 years!

       But also after that, in Skopje. Irrelevance, lack of insight and effective strategy. (I remember in 1956-7, a friend of mine who served in the Greek Delegation to the UN, later a Professor at an American University, saw an American propaganda text in favor of Skopje, told "Armodios" and he replied: "Let them bark, one day their throats will be closed! ”No comment!) And then? The same mistakes, lack of planning, precautionary strategy, irrelevance of those in charge. Especially the Greek Representative, who collaborated with the controversial Representative of the UN Secretary General, who - very strangely - did not propose another name for Skopje other than those of the anti-Greeks, the second one! And the Greek government? He was turbulent about other things and took care of them! And the tragic result is the shameful "Prespa agreement", which has many troubles in store if there is no effective reaction! And then the foreigners are to blame! However, optimistic messages are the recent successful agreements between Greece, France and the United States, as well as with Cyprus, Egypt, Israel, the United Arab Emirates, Bahrain, and Saudi Arabia. Look at the results! But also the Hellenes abroad can contribute decisively and effectively to the solution of our national issues. Because another small, but united and strong country in the wider region, is an example!

         What are the UN secretaries doing? Are they loyal custodians of the Charter or agents of powerful agents in the Organization, but who, in this way, undermine it? BOf course, to console ourselves, but not to give up and compromise, this happens not only in Greece and the Republic of Cyprus, but in general in small and weak countries. And I remember the late Eupatrid American Senator Fulbright, who, in a speech in 1972, said that it was wrong for the Small and Medium Powers to treat the Great Powers with a spirit of servitude, but instead to unite and impose on the Great to the UN!   

       The MDs themselves are responsible for the degradation and undermining of the UN, which could, with the sincere cooperation of all its Members, especially the Permanent Members of the UN, be upgraded to resolve - and with the Organizations of- all the problems facing humanity at their root! Of course, it must be pointed out, as the people of Jerusalem know, that the originators and authors of the UN Charter did not intend for the Organization to become a world government, but for the Member States to embrace and implement its principles and for the Organization to "disintegrate into from which it was composed ". The only case in which the Organization can act as a superpower is when the SA or the GA decide to act, and to impose the necessary measures against a state or states that threaten international peace, in violation of the Charter. E.g. case of Korea (The decision of the UN General Assembly for Peace), Iraq, Libya, Lebanon, Syria, etc.)

         But along the way, the organized interests and arrogance of power within the ruling competitive system have led many members, especially the powerful, who some want to make the Organization para-super-state - "global para-government" - and undermine it by using him as a lever, a pretext, a mask, a showcase and an alibi of their reluctance to respect his principles and values ​​so that peace and prosperity can prevail at last. And it is known that various strong opaque circuits are trying to replace the UN. Much the same is true of the world religious system, which, by its very nature, contributes to decline. With the secular power he gained he lost the essence, and the "divide and rule", the "exploitation of man by man" and human sacrifices continue for the glory of humanity, "culture" (sales would suit), "democracy" (iemiowould be appropriate)) and politics (sales would be appropriate) by recognizing the “Homo Homini, Lupus".

        In conclusion, let me remind and emphasize that the approximately 80 million people who sacrificed themselves in WWII to uphold the values ​​and ideals of the UN and to establish peace have been forgotten. And the painless issues are resolved smoothly and consensually, while the serious ones, where great interests are involved, refer them to the calendars of their strategic expediencies, continuing the vicious cycle of confrontations, conflicts, etc. with a flag divide it and control it! It is also an axiom in International Relations that the spearhead of the foreign policy of the Strong Powers is the corruption of others in order to control and use them accordingly.! Should we also reflect on the imposed addiction of the peoples to the human sacrifices that are timely and necessary for the "authoritarians" (K. Kalligas)?
